In November 2017, the Alvin ISD Board of Trustees formally charged a Citizens’ Advisory Committee (CAC) to continue the work undertaken by a preceding CAC in providing facility recommendations to the Board after having studied current facilities, educational and student programs, and information associated with student population growth in the school district.
With nearly 25,000 students currently enrolled, and another 6,000 coming over the next 5 years, the CAC was tasked with coming up with a solution to meet the educational needs of every student, while remaining mindful of any impact to tax payers.
The CAC was comprised of nearly 100 Alvin ISD taxpayers, including a diverse makeup of parents and other community leaders. The CAC was charged with considering the educational needs of all students, recommending solutions for facilities needed to accommodate student enrollment growth, and discussing funding options for these recommendations.
The committee met six times over the course of several months, in meetings that were open to the public, to study information including district enrollment and demographic projections, school size, school boundaries, aging facility assessments, school finance and budgeting, and tax rate scenarios as well as potential safety and security upgrades.
After thorough investigation and study, the CAC provided a recommendation to the Alvin ISD Board of Trustees in June 2018 to call for a $480.5 million bond election and Tax Ratification Election with no increase to the tax rate for the November 6, 2018 ballot.
